On the City Council Agenda for April 16

The regular agenda includes five items related to streets, including street sweeping, lighting, and rehab (plus the Fire Chief’s compensation).

Items 7 and 10 propose ways to spend about $8 million in funds from various sources (e.g., SB1, M2, etc.) on repairing streets throughout the city. Much of that would be in the Maplewood neighborhood south of Valencia and east of Euclid. Item 8 looks at street-sweeping alternatives and enforcement. Two alternatives are mentioned. 1) stopping enforcement, which costs about $100,000 a month. It is unclear why this is under consideration; perhaps a lot of negative feedback. 2) move to alternate side sweeping, for instance, the south side one day and the north side another. As it is, parking is prohibited for 5 hours every week in entire segments of the city, creating hardships for maintenance, cleaning, and construction workers. Allowing parking on one side at all times would eliminate that problem. There is an additional cost to sweeping in that manner, plus costs involved in changing signage. However, that could be balanced by moving to alternate week sweeping, with a minimal change in signs (see picture below for Tuffree Blvd. in Placentia, which is swept every 2nd and 4th Thursday). Residential streets do not need weekly sweeping. Also not mentioned is reducing the time needed for scheduled street sweeping. Streets in Belmont Shores in Long Beach prohibit parking for only 2 hours at a time. If you have an issue with the current or proposed policies, now is the time to contact your councilmember.

Item 9 is an update on replacing high voltage (series) street light networks. This is a revisit of an item from several months ago. I do not know what has changed in the meantime. About half of the city street lights are of this type, outdated, and no longer supported by SCE. They do not accommodate LED lights. Three options include solar power and replacing the current poles and fixtures with ones owned by SCE. The SCE fixtures would be connected by overhead wiring (also note the wiring in the picture below). Historic fixtures would have to be accommodated by a more expensive “conventional conversion.” When this was last on the agenda, City staff said these fixtures (such as those on Frances and Luanne) would be preserved. However, this report emphasizes the difficulty of finding funding to do that. Two of the poles are currently missing on those streets.

Item 10 would increase the Fire Chief’s annual salary by $16,000.

  1. The Fire Chief already makes too much. There should be NO RAISES for ANY position for the next 5 years!
