Fullerton City Council Agenda for May 21

There is only one item on the Revised Agenda: The Fullerton Emergency Operations Plan.

According to the agenda packet, The Fullerton Emergency Operations Plan details emergency operations procedures, mutual aid agreements, resource mobilization, public information dissemination, and city departments’ emergency response capabilities. It ensures the most effective and economical use of resources for optimal protection of the civilian population during emergencies. Policies and procedures in the Fullerton EOP draw from the established principles and protocols of the Standardized Emergency Management System (SEMS) and the National Incident Management System (NIMS).

 The agenda item is over 300 pages long, including the Plan and two Annexes. You will be glad to know that it is “proactive.” This long report has been reduced in the PowerPoint presentation to 7 pages, with only five pages containing content. The key page says that the report contains the following changes:

  • Expanded guidelines on communication and messaging.
  • A new section will include ACCESS and Functional Needs, Equity and Inclusion, and Cultural Diversity.
  • Updated IT & Vital Records Retention.
  • I added the Finance Unit and IT to the Activation Plan.
  • Sample Emergency Proclamations and Emergency Messaging.
  • Care and Shelter Annex.
  • Extreme Weather Annex.

Some of the reports are boilerplate or borrowed from other documents. Some are unchanged from the previous Plan, and some are updated in part to reflect changes in state and federal requirements, mutual agreements, technology, etc.

At the previous meeting (Whittaker was absent), the Council discussed street sweeping and asked staff to consider other alternatives and bring it back. This would be a good time to contact the City Manager or Public Works Director if you have any ideas or concerns.
