Quirk-Silva Bill Increasing Transparency of Public Funds Signed by Governor

Assemblywoman Sharon Quirk-Silva (D—Fullerton) announced that Governor Gavin Newsom has signed Assembly Bill 3130 into law, enhancing transparency and accountability in the use of public funds by requiring county Boards of Supervisors to disclose any known family relationships with nonprofit entities before allocating funds to them.

“When millions of dollars intended to help feed vulnerable seniors are mishandled, it betrays the public’s trust,” said Assemblywoman Quirk-Silva. “AB 3130 makes sure we know who is connected to where the money is going and stops abuses before they happen.”

The need for AB 3130 became particularly clear following recent allegations involving Orange County Supervisor Andrew Do and the Viet America Society. Reports exposed how millions in federal COVID-19 relief funds intended for community services were directed to the organization without disclosing the Supervisor’s family involvement.

AB 3130 closes this gap in transparency laws by requiring county boards to disclose any family connections with nonprofit organizations before allocating public funds. By mandating these disclosures, this law strengthens protections against conflict of interest, enhances transparency in funding decisions, and ensures taxpayer dollars are used for their intended public purpose.

“With this law, we are sending a message that conflicts of interest will not be tolerated, and the public deserves leaders who act with integrity,” Assemblywoman Quirk-Silva continued. “Our government must work for the people, not for personal gain.”

Assemblywoman Sharon Quirk-Silva represents the 67th Assembly District, which includes the Orange County communities of Anaheim, Buena Park, Cypress, Fullerton, and La Palma, as well as the Los Angeles County communities of Artesia, Cerritos, and Hawaiian Gardens.
