There are five regular agenda items, two of which continue from past meetings.
• Item #11: Continues the discussion on housing from the last meeting, which lasted over three hours and included 37 speakers, primarily opposing any approval for additional housing beyond the required amount. Details can be found in the Observer online (click here for a full transcript of the meeting) and likely in the print edition on stands Monday, December 2, 2024.
• Item #12: Proposes the establishment of a Historic Preservation Zone in the Wilshire and Woods area, south of Chapman/Malvern. Out of the households surveyed, 68% support this initiative, while 8% oppose it.
• Item #13: Seeks approval for Mills Grant contracts with four residences on Hillcrest, Brookhurst, West Amerige, and Grandview. The Mills Grants offer tax breaks in exchange for the restoration and upkeep of historic houses. The City can approve a maximum of 10 contracts in a calendar year.
• Item #14: Addresses the long-standing issue regarding Tattoo Parlors. The proposal reduces the required distance between tattoo parlors, schools, and each other from 500 feet to 250 feet, and it includes regulations regarding fees, size, and visibility.
• Item #15: Would allow a retiring police officer, who supervises arms and the armory, to continue working part-time until a successor is hired and trained. It is unclear why this is not listed as a consent item.

This will be the last full meeting of the current Council. The new Council will be sworn in at the next meeting, and a new Mayor and Mayor Pro Tem will be selected.
Will the Fair Rotation happen? Or will the council disregard that policy again?
