The California Department of Housing and Community Development (HCD) is pleased to announce the release of the Emergency Solutions Grants (ESG) Notice of Funding Availability (NOFA) for approximately $39 million. This NOFA will cover three years of estimated HUD funding. Applicants awarded under this NOFA will execute a Standard Agreement for one year of funds, and subsequent allocations will be made available by amendment.
Who can apply?
ESG funding is awarded to Eligible Applicants recommended by local Continuums of Care and may be used for five program components: Street Outreach, Emergency Shelter, Homelessness Prevention, Rapid Rehousing, and Homeless Management Information System (HMIS); as well as Administrative Activities, as defined in the ESG Program Guidelines and NOFA.
The Application Portal will open on January 31, 2025
Applications are due by March 28, 2025, 5:00 pm PST

The workshop presentation will cover information in the NOFA, application timelines, funding levels, eligibility, and requirements with question-and-answer sessions.

The Emergency Solutions Grant (ESG) Program is a federal program operated by the U.S. Department of Housing and Urban Development (HUD) to make grants to states, local governments, and territories for the purposes of funding activities that directly serve people experiencing homelessness, including people at risk of homelessness. The California Department of Housing and Community Development (HCD) is a direct recipient of ESG from HUD.
