The City of Fullerton is calling for bids on a significant infrastructure project

The City of Fullerton is seeking contractors for a major infrastructure project focused on upgrading the cul-de-sacs along South Raymond Avenue. This initiative aims to enhance local road conditions and improve community access.

Contractors interested in participating can obtain project plans and specifications from ARC Document Solutions. It’s important to note that there is an additional delivery fee, and all purchases are non-refundable. Bidders can access the necessary documents via the provided URL, choosing “Order from PlanWell” under Planrooms. For assistance during the ordering process, ARC Planwell Administrators are on standby.

All sealed proposals must be submitted to the City Clerk at Fullerton City Hall, located at 303 West Commonwealth Avenue, Room 104, by 10:00 a.m. on January 30, 2025. A public opening of the bids will follow shortly in the City Council Chambers.

Only bids submitted using the official Bid Schedule form, provided by the Public Works Department’s Engineering Division, will be considered. The scope of work encompasses a variety of tasks including traffic control, water pollution control, and major sewer system upgrades.

The project is expected to be completed within 110 working days, according to the Standard Specifications for Public Works (2024 Edition). Liquidated damages for delays are set at $3,400 per calendar day, with the engineer’s estimate for the project totaling approximately $2,460,000.

Contractors wishing to submit a bid must possess a valid Classification “A” license at the time of proposal submission. The project timeline includes a contract award ceremony on February 18, 2025, with critical deadlines for agreement submissions on March 11. A preconstruction meeting is scheduled for March 17, and construction is expected to commence with the issuance of a Notice to Proceed on March 24, 2025.

This project represents a significant investment in the infrastructure and development of Fullerton, demonstrating the city’s commitment to enhancing public works.

As part of the bidding process, each bid must include a certified or cashier’s check, or a bidder’s bond, amounting to at least 10% of the total bid. Failure to enter the contract will result in the forfeiture of the financial guarantee. Additionally, the winning contractor must provide a Performance Bond and a Labor and Materials Bond, each valued at 100% of the bid amount before the contract is finalized.

In compliance with local regulations, contractors must show proof of the necessary licenses as required by California’s Business and Professions Code. All contractors and subcontractors must also be registered with the Department of Industrial Relations, and compliant with state labor codes to ensure eligibility for public works projects.

The employment of apprentices is governed by specific sections of the California Labor Code, underscoring the importance of fair labor practices. Moreover, as mandated by the Fullerton Municipal Code, contractors and subcontractors need to secure a City Business Registration Certificate prior to executing any contract.

Bid evaluations will be based on estimates from the City Engineer, with contracts awarded to the lowest responsible bidder. The City Council emphasizes an equal opportunity policy, welcoming submissions from contractors of all backgrounds.

The Council also reserves the right to reject any or all bids, waiving minor irregularities if deemed in the best interest of the city.
