Emery Park Playground Replacement & Street Sweeping at City Council 1/21/25

Emery Park, located at 1021 Sunny Ridge Drive, is an 8.2-acre neighborhood park set for improvements to accommodate new playground equipment. Planned enhancements include grading, updated walkways for accessibility, new picnic tables with accessible seating, irrigation modifications, turf repair and seeding, new landscaping and trees, and a park monument sign. These upgrades will protect nearby large trees and boost accessibility, following the City’s ADA Transition Plan.

The project will utilize engineered wood fiber (EWF) for the playground surface, similar to recent renovations at Pacific Drive Park, Rolling Hills Park, and Acacia Park. A contract of $466,155 will be awarded to Aguilar & Calderon Corporation for the Emery Park Playground Renovation Project.

Approved by a vote of 4 to 1, with Councilmember Valencia opposing because she said her kids prefer the softer rubberized playground surface which was also recommended by the Parks & Recreation Commission.

Street Sweeping

After much debate and clarification, Dunlap introduced a substitute motion for Option 1b: In-House Straight Time (Full-Time) regarding sign production, which is associated with an increased project budget. Labor costs for installing these signs will be taken from the department’s current budget.

The proposal aims to replace 375 signs across the city, incorporating median enforcement followed by enforcement by specific zones. A two-week warning period will be implemented before the enforcement, during which residents will be alerted through social media about the changes. This notification process aligns with the city’s practice of informing the public ahead of enforcement actions.

The city also plans to reconnect with SP Plus, and once the contract is finalized, the project will advance. In addition, efforts will be made to provide direct communication to residents, recognizing that not all individuals may engage with social media platforms.
