Item #14 is a report, as required by AB 2561, about City employee positions, vacancies, and recruitment. The short story is that during COVID-19, we lost a lot of employees and had trouble recruiting new employees – not because of COVID-19 but because compensation packages were lagging at the time. The report suggests that we are doing fine now, although it does not clarify if the expertise and experience of new employees are comparable to those we lost.
Item #15 is to amend the Fullerton Municipal Code to comply with various state laws including Assembly Bill (AB) 139 (2019 – Quirk-Silva), AB 2339 (2022 – Bloom), AB 101 (2019) and the City’s recently adopted Housing Element for the 6th Cycle as it pertains to emergency centers, “low barrier” navigation centers, supportive housing, etc. Particular attention is given to manufactured homes.
