City Secures $125,000 Grant for Independence Park and Winter Motel Voucher Program

The City of Fullerton has received a significant boost in funding from the County of Orange, aimed at enhancing local community resources. On February 11, 2025, the Orange County Board of Supervisors approved two discretionary grant agreements totaling $125,000, as part of an initiative led by County Supervisor Doug Chaffee.

The funding will be allocated as follows: $100,000 for improvements at Independence Park and $25,000 for the City’s Motel Voucher Winter Program, which provides temporary emergency shelter for individuals experiencing homelessness during extreme weather conditions. This program focuses on supporting vulnerable populations, including seniors and families with children.

City officials are recommending that the City Manager be authorized to finalize these agreements with the County, which will allow Fullerton to enhance recreational facilities and bolster its homelessness assistance initiatives without requiring any matching funds from the city budget.

The Independence Park improvements will aim to make the park’s recreational facilities more accessible to the public, enhancing the overall community experience. The funding is intended to supplement existing resources, ensuring a well-rounded development plan for the area.

On the homelessness front, the Motel Voucher Winter Program is designed to provide urgently needed shelter during harsh weather, reflecting a compassionate approach toward those in need within the community. Both funding agreements include stipulations around proper usage and compliance with legal standards, which have been vetted by the City Attorney’s Office.

In a commitment to ensuring accountability, the agreements mandate that any misallocation of funds be immediately rectified and that any unspent funds be returned to the County by July 31, 2026. Additionally, detailed record-keeping and compliance inspections will be required to maintain transparency throughout the funding process.

As the City Manager prepares to sign the agreements, the community is poised to benefit from the enhanced facilities at Independence Park and a more robust safety net for vulnerable residents during the winter months.

  1. Finally – two good things that took too long to materialize – money to fix and open the Independence Park playground after it was shut down and fenced off for what seems like years – (or will this money be used for something else there?)
And have to love the money for Winter Voucher program which will help anyone who survived this winter – next winter.
