
At the City Council meeting on August 19, 2025, the City of Fullerton reviewed a request for the approval of a Mills Act contract for a historic property located at 621 N Richman Ave. This Spanish Colonial Revival home, built in 1930, was commissioned by Harry Ann Suiters, a prominent figure in the area’s business and civic life. Situated on the west side of Richman Avenue, south of the intersection with Brookdale Place, the property has been designated as Historic Landmark HL 109 and is currently maintained as a private single-family residence.
The home retains its architectural integrity, featuring hallmark elements such as smooth stucco walls, a barrel-tile red roof, arched multi-pane windows, and wrought-iron details, following a thorough inspection by city staff.
The Mills Act program, adopted by the City Council in 2020, offers property owners of qualified historic properties a reduction in property taxes in exchange for their commitment to preserve and rehabilitate these culturally significant buildings.
If approved, this contract will be the eighth in Fullerton’s program, which is capped at ten applications per year and a total of 50 contracts citywide. This year, only three Mills Act applications have been submitted. The owner has proposed a five-year rehabilitation and maintenance plan, detailing improvements aimed at preserving the home’s historic character. Under the contract, they will be required to report annually to the city on their progress and obtain necessary permits for any work.
In terms of financial implications, the city’s share of property tax revenue could decrease by approximately $672 annually, totaling $6,720 over the ten-year contract period. However, this reduction is offset by the owner’s commitment to invest nearly $63,000 into property preservation.
City staff recommended the approval of the proposed Mills Act contract. Item passed.
