On the Agenda for the Tuesday, November 18, 2025 Fullerton City Council Meeting

The upcoming meeting has a long agenda with six items to discuss. Before the regular meeting, a study session will be held at 4:00 pm to focus on the 2025 Water Rate Study Report. This report, which looks ahead 10 years, suggests that the Water Division could start increasing revenue by $2.6 million in 2026 and reach $30.5 million by 2030.

Here are the six items slated for discussion starting at 5:30 pm:

1. Item 17: Public Records Requests Process – This item will provide an overview of how to request public records from the City, serving as a tutorial for anyone interested. If you cannot attend the meeting, it’s a good idea to review this item for future reference (link above or click here).

2. Item 18: Early Morning Parking Permit Pilot Program – This item proposes making the pilot parking permit program permanent for residents living on streets not already exempt from the overnight parking ban. The program has been successful, with around 700 cars registered during the pilot phase.

3. Item 19: Nitrous Oxide Regulations – This item would make the illegal sale and distribution of nitrous oxide a misdemeanor in Fullerton. It aims to strengthen existing state law in response to increasing problems related to this substance in the area.

4. Item 20: Ad Hoc Committee for Sales Tax Measure – This proposal suggests forming a committee to develop a sales tax measure, consisting of two Council members and staff. The measure would include two half-cent taxes, one for infrastructure and one for public safety.

5. Item 21: Mills Act Contract – This item involves a tax break for the preservation and maintenance of a historic house located at 400 West Brookdale Place. These contracts for landmark homes have become more common in recent meetings.

6. Item 22: Revised Public Works Fees – This item discusses new and increased development fees for services such as lot line adjustments and grading. The cost for lot line adjustments would increase significantly, from $825 to over $4,000, aligning more closely with fees in neighboring cities.

This agenda presents several important topics that could significantly impact the community.
