The North Orange County Community College District (NOCCCD) has announced the appointment of Dr. John Parker as the new Vice Chancellor of Administrative Services, following Board of Trustees approval on January 27, 2026. Dr. Parker, who will start in March 2026, brings over 20 years of experience in higher education administration.
Previously, Dr. Parker served as Vice President of Administrative Services at San Diego City College, where he managed an operating budget of $110 million and over $7 million in grant funding. His responsibilities included strategic planning, budget development, facilities management, campus safety, and information technology.
Dr. Parker played a key role in the Facilities Strategic Planning Committee, overseeing a strategic planning process that directed significant capital investments from the San Diego Community College District’s $3.5 billion bond program.
Chancellor Byron D. Clift Breland praised Dr. Parker’s leadership, emphasizing his understanding of the financial and moral responsibilities related to budgeting. “John leads with a deep respect for participatory governance and an unwavering focus on student success,” said Breland.
As a first-generation veteran and underrepresented scholar, Dr. Parker is committed to enhancing access to education for diverse populations. He serves on several boards, including the Jackie Robinson YMCA and the Urban League, and co-founded the Parker Family Scholarship to support students facing educational barriers.
“I am honored to join NOCCCD and look forward to collaborating with the Board and District leadership to align resources with student-centered outcomes,” said Dr. Parker.
Dr. Parker holds a Doctorate in Business Administration, a Master of Public Accounting, an MBA in Finance, and a Bachelor of Science in Business Management, along with two associate degrees.
