The Fullerton Police Department has arrested Marshall Leonard, a 73-year-old from Anaheim, in connection with two incidents of indecent exposure in the parking lot of a shopping center on W. Malvern Ave.
In 2025, police received reports of Leonard engaging in lewd behavior inside his vehicle with the window down. Witnesses confirmed the violation of California Penal Code 314.1, which pertains to indecent exposure.
In a separate incident in January 2026, authorities responded again to the same location after a female reported Leonard offered her money to watch him perform sexual acts before exposing himself.
Detectives linked both incidents to Leonard, who has a history of indecent exposure convictions and had previously registered as a sex offender. Though removed from the registry in October 2024, he was classified as a Tier 1 offender under California law, making him eligible for removal after ten years, though previous incarcerations delayed this process.
Leonard was arrested on an outstanding warrant related to these cases on February 5, 2026, and detectives executed search warrants at his home and vehicle. The investigation is ongoing.
