Orange County Sanitation District Board to Consider Nearly $9 Million in Infrastructure Contracts
The Orange County Sanitation District (OC San) Board of Directors will consider approving nearly $9 million in infrastructure and engineering contracts during its revised agenda meeting scheduled for 6 pm on February 25 at OC San headquarters in Fountain Valley.
The meeting will be held at 18480 Bandilier Circle and will be accessible in person, via live stream and through Microsoft Teams, according to district officials. See the full agenda below.
Major Infrastructure Projects on Agenda
Among the largest items before the board is a proposed $1.94 million repair contract for the Sunflower Pump Station Effluent Channel at Plant No. 1. Directors are being asked to approve a contract with Structural Preservation Systems, LLC, along with a 10% contingency of $194,479.
The board will also consider awarding a $1.95 million services contract to Vicon Enterprise, Inc. for the rehabilitation of Activated Sludge Clarifiers 11 and 13 at Plant No. 1, plus a $195,050 contingency.
In North Tustin and Orange, directors are slated to review a $5.08 million professional design services agreement with Stantec Consulting Services, Inc., for sewer rehabilitation work under Project No. 7-69. The proposal includes a contingency of $508,637.
Emergency Services Contracts
Board members are also expected to vote on two on-call emergency mechanical services contracts:

Jamison Engineering Contractors, Inc. for up to $1.06 million annually, with four optional one-year renewals.

Murray Plumbing and Heating Corporation, doing business as Murray Company, for up to $963,991 annually, also with four optional one-year renewals.
Each contract would include a 10% annual contingency.
Administrative and Financial Updates
In addition to construction and engineering items, the board will consider adopting updated records management procedures and a revised Conflict of Interest Code for 2026, superseding prior resolutions.
Directors will also receive and file several routine reports, including:

The Mid-Year Treasurer’s Report for the period ending December 31, 2025.

The Mid-Year Financial Report for the same period.

Public Affairs and Legislative Affairs updates covering December 2025 and January 2026.

A summary of purchases approved under the General Manager’s authority during the last quarter of 2025, along with additions to the district’s pre-approved Original Equipment Manufacturer sole source list.
Encroachment Agreement
The board is also scheduled to consider authorizing the General Manager to execute an encroachment agreement with 1820 East 1st Street LLC for the installation of a walkway, fencing and landscaping at a property in Santa Ana.
Closed Session Litigation
Following open session items, the board may convene in closed session to discuss existing litigation and other confidential matters under the California Government Code.
Among the cases listed for discussion:

A workers’ compensation matter, Emmanuel Rios v. Orange County Sanitation District.

Michael Oberly v. Orange County Sanitation District, pending in Orange County Superior Court.

BKK Working Group, et al. v. Albertsons Companies, Inc., et al., in U.S. District Court.
Any reportable actions taken during closed session will be disclosed as required by law.
The meeting marks a significant review of infrastructure investments and administrative updates as OC San continues long-term maintenance and capital improvement efforts across its service area.
