At the Senior Advisory Committee meeting on December 9, the Parks and Recreation Department presented updates regarding its partnership with California Yellow Cab for transportation services under the Senior Mobility Program (SMP), which is funded by the Orange County Transportation Authority (OCTA).
For the fiscal year 2025-26, Fullerton is projected to receive $176,939 in OC Go funding from OCTA to support senior transportation. However, city staff estimate an additional match requirement of around $44,234.75, which will be met through staff time allocated from the general fund. The SMP, made possible through Measure M2, allocates one percent of net revenue to assist cities with senior transportation needs.
Fullerton has received SMP funds since 2006, and while past annual allocations fluctuated between $95,000 and $135,000, this year’s forecasted amount represents a notable increase. The program offers residents aged 60 and older three transportation options: rides to the Fullerton Community Center for programs, transportation for medical appointments within the city, and shopping trips to local stores.
Despite the increase in funding, program expenses have recently surpassed projections. A report detailing the SMP expenditures over the past year revealed the ongoing financial strain. Previous enhancements, including unlimited free rides during the summer and holiday seasons, were supported by surplus funds from limited service usage during the pandemic. However, these surplus resources have now been fully utilized.
To ensure the continued operation of the Senior Mobility Program, city staff recommend modifications to the existing service plan with Yellow Cab. Proposed adjustments include limiting free rides to the Fullerton Community Center to 12 trips per month and establishing costs for recreational trips beyond Fullerton. This shift aims to align service costs with the city’s monthly funding allocation while still providing vital transportation services to seniors.
Additionally, city staff are preparing for the rollout of a new OCTA bus pass program. Effective October 15, 2025, paper bus passes will be phased out in favor of a Wave card system. Details on how this change will affect the SMP are still pending, with staff in ongoing communication with OCTA.
Acknowledging that seniors are valuable community members, the city remains committed to adapting programs and services to meet the evolving needs and interests of its older residents. The Senior Advisory Committee has received and filed the item.
