Closed Session Selection of City Manager: At 5:15pm prior to the open session, a brief closed session of just 15 minutes will convene to address the appointment of a permanent City Manager. It is expected that interim city manager Eddie Manfro will be selected effective March 4, for a three-year term with an annual salary of $305,000 plus benefits. Manfro has served as interim city manager since August 2, 2025.
Item 8: City Hall Front Lawn Removal
One of the most pressing issues on the agenda is the proposal to remove the front lawn of City Hall. According to Assembly Bill 1572, watering non-functional turf with potable water is prohibited. The City Council will first assess the functionality of the lawn before determining how to redesign the area with drought-tolerant plants and other landscaping elements like benches, pathways, and fountains.
Item 10: Creation of Ad-Hoc Committee
In an effort to enhance legislative input, Item 10 proposes establishing a two-member City Council Ad-Hoc Committee. This committee would be responsible for annually reviewing and providing recommendations on the City’s Legislative Platform prior to it being considered by the full Council.
Item 11: Non-Commercial Sign Rules
The Council will also discuss the rules governing non-commercial signs, including political signage. According to the current policy, such signs can be displayed on private property with the owner’s consent but are prohibited on public property, including street medians. Notably, council members Jung and Dunlap previously used street medians and public fences for their campaign signs without facing any consequences. This item is categorized as “receive and file,” and it remains unclear if any amendments to the existing policy will be proposed.
Agenda Forecast (Tentative)
March 17: Includes important topics such as the Interfaith Refinance Agreement, Asset Management Software, and recommendations for traffic signalization at the intersection of Euclid and Valley View. Additionally, the Council will review the second quarter financial report for the fiscal year 2025-26 and an annual progress report on the housing element.
April 7: Include the Open Space Element and the designation of four historic sites.
