Eddie Manfro Appointed as Fullerton City Manager

At its regular meeting on March 3, 2026, the Fullerton City Council appointed Eddie Manfro as City Manager for the City of Fullerton, effective March 4, 2026.

Mr. Manfro brings more than three decades of municipal government experience to the position, including serving as City Manager for the City of Westminster from 2012 to 2020. Over the course of his career, he also held leadership and human resources roles with the cities of La Mesa, Santa Monica, Hawthorne, and Alhambra, building a strong foundation in organizational leadership, risk management, and public sector administration. He holds a Bachelor of Arts in Political Science from the University of Redlands and a Master of Public Administration from Cal State University Dominguez Hills.

Mr. Manfro joined the City of Fullerton as Director of Human Resources in April 2022, where he led key workforce and organizational initiatives. On August 2, 2025, he stepped into the role of Interim City Manager, providing steady leadership and continuity.

“I am honored by the Council’s appointment and grateful for the opportunity to continue serving the Fullerton community in this capacity,” said Mr. Manfro. “Over the past several months, as Interim City Manager, I’ve had the privilege of working closely with our City Council and dedicated staff to maintain momentum on key priorities. I look forward to continuing that work and partnering with our residents, businesses, and employees to build on Fullerton’s strong foundation.”

Mr. Manfro resides in Orange County with his wife of 30 years, and together they have two daughters.

  1. I feel Manfro is a good guy and hope he will be more than a lapdog for the current (council majority. I am a bit disturbed by the CalPERS case that names him as a possible violator in Fullerton and that the case is also against city attorney Jones. And the odd thing that Manfro was previously involved in a CalPERS case brought against Westminster when he was CM there and also involved city attorney Jones who was that city’s city attorney at the time. I hope the Observer will update the case against Fullerton soon.
