The Fullerton City Council will meet on April 7, 2026, to discuss item #9 on the consent calendar, which involves awarding a $533,473.75 construction contract to R.J. Noble Company for the Baker Avenue Rehabilitation Project.
The proposed motion includes several key actions:
1. Approval of Project 44088 Baker Avenue Rehabilitation Project plans and specifications.
2. Authorization for budget transfers and appropriations totaling $629,000:
- A transfer of $615,000 from the Infrastructure Fund (Fund 11) from Project 44400 Street Reconstruction, Rehabilitation and Repair.
- A transfer of $14,000 from the Sewer Enterprise Fund (Fund 47) from Project 51419, Annual Sewer Replacement Program.
3. Awarding the construction contract to R.J. Noble Company, with the City Manager, Eddie Manfro, authorized to execute and administer the contract.
4. Granting the Public Works Director, Stephen Bise, authority to approve change orders for construction within the approved budget.
The Fiscal Year 2025-26 Adopted Capital Improvement Program (CIP) Budget has sufficient funding for the project, which aims to rehabilitate 0.4 miles of deteriorated street on Baker Avenue near Woodcrest Elementary School. The project will also include repairs to curbs, gutters, and sidewalks, as well as the construction of ADA-compliant curb ramps.
The project was put out for bid on March 25, 2026, resulting in fourteen submissions. R.J. Noble Company submitted the lowest bid, approximately 17% lower than the engineer’s estimate of $640,000.
Construction is scheduled for the summer recess at Woodcrest Elementary, and notifications will be sent to affected residents. The City Arborist has recommended removing four trees due to invasive root systems that are damaging infrastructure. Replacement trees will be planted in Fall 2026.
An environmental assessment determined that the project is categorically exempt under the California Environmental Quality Act Guidelines.
