Tues, April 21: City Council Meeting Agenda Overview: Key Action Items

The regular Council meeting starts at 5:30pm at Fullerton City Hall, 303 W Commonwealth.

1. Fiscal Audit Presentation: The meeting will commence with a report regarding a special fiscal audit.

2. Item 12: Annual report on vacancies, recruitment, and retention efforts, mandated by AB 5621 (2024). The report indicates there are 629 budgeted positions with 65 vacancies, representing approximately 10%. This is a decrease from 14% last year and 25% in previous years. There were 44 separations reported last year.

3. Item 13: Revisions to the municipal code are proposed, featuring comprehensive recodification that reorganizes and modernizes the code without substantive content changes. Staff collaborated with a city codification vendor.

4. Item 14: The allocation of Road Maintenance and Rehabilitation Account (RMRA) funds for FY 2026-27 is on the agenda. The city expects to receive about $4 million in state funds, proposed for use in the Sunny Hills area and along State College. Local streets are lower on the project priority list.

5. Item 15: A list of proposed street rehabilitation projects for FY 2026-27 will be presented, with an allocated budget of approximately $12 million from federal, state, and county funds. Major arterial projects include sections of State College, Euclid, Harbor, Yorba Linda, and Rosecrans. Due to limited funding, not all recommended projects may be completed.

6. Item 16: A proposal to prohibit the unlawful sale and distribution of Kratom under certain conditions is slated for discussion. Kratom, a substance derived from the leaves of a tropical tree, has shown a significant rise in calls to poison control centers over the past decade.

7. Consent Calendar: The consent calendar (items usually passed in one group vote) includes Item 4: Cannabis Enforcement Fines, penalties, and alternative options. 2nd Reading;  and Item 6: Fullerton Police Department Policy 708 Renewal which is a listing of Military Equipment used by the FPD.  See list below:
