The City of Fullerton will release its draft Fiscal Year 2026-27 Annual Action Plan for public review and comment on September 19, 2026. The public comment period will remain open through October 19 at 5 pm.

The Annual Action Plan outlines how the city proposes to use federal Community Development Block Grant (CDBG) and HOME Investment Partnerships Program funds to assist low- and moderate-income residents and support eligible community development activities.

Fullerton anticipates receiving approximately $1,410,857 in CDBG funding and $475,838.42 in HOME funds for the 2026-27 fiscal year. The Annual Action Plan will serve as the city’s formal application to the U.S. Department of Housing and Urban Development (HUD).

According to the public notice, proposed CDBG-funded activities include the city’s Single-Family Home Rehabilitation Program, public service programs, code enforcement and capital improvement projects in eligible census tracts and block groups.

The plan also includes contingency provisions that would allow for modifications to anticipated resources and proposed project activities.

The city is encouraging residents, agencies, community groups and other interested parties to review the draft and submit comments.

Public Hearing

The City Council will hold a public hearing on the proposed Annual Action Plan at its regular meeting on October 20, 2026, at 5:30 pm. The hearing will take place in the City Council Chambers at 303 W. Commonwealth Avenue.

Residents and other members of the public will have an opportunity to provide comments on the plan at the hearing.

Following the public review and hearing process, the city’s final FY 2026-27 Annual Action Plan will be submitted to HUD.
