City Council to Award $2.02 Million Contract for Palm Street Rehabilitation

The Fullerton City Council will consider item #8 on the consent calendar at its meeting on April 7, 2026, which involves awarding a $2,017,000 construction contract to Onyx Paving Company for the Palm Street Area Rehabilitation Project.

The proposed motion includes several key actions:

1. Approval of the plans and specifications for Project 44073.
2. Inclusion of bid alternate work on Bonita Place in the project scope.
3. Budget transfers and appropriations totaling $1,050,000 from the Infrastructure Fund and $12,500 from the Sewer Enterprise Fund to Project 44073. An additional $1,395,000 in budget appropriations will be allocated from Other Cities revenue to reimburse Brea and La Habra.

Council members are also expected to authorize the City Manager Eddy Manfro to execute the contract with Onyx Paving Company, granting the Public Works Director Stephen Bise the authority to approve construction change orders within the approved budget.

The Fiscal Year 2025-26 Capital Improvement Program has allocated sufficient funds for the project. This effort addresses deteriorating road conditions along Palm Street between Imperial Highway and La Habra Boulevard, an area shared by the cities of Fullerton, Brea, and La Habra.

The partnership for this project was established following a Cooperative Agreement approved by the City Council on September 16, 2025. Fullerton will lead the project, overseeing design and construction, while Brea and La Habra will contribute to review and inspection efforts.

The project aims to rehabilitate half a mile of Palm Street and includes updates to curbs, gutters, and sidewalks, as well as the construction of ADA-compliant curb ramps. The project also includes an alternative to improve 0.4 miles of Bonita Place from Imperial Highway to Palm Street.

On March 26, 2026, the city received ten bids, with Onyx Paving Company submitting the lowest bid of $1,737,000, significantly under the engineer’s estimate of $2,300,000 due to lower asphalt pricing. The staff has recommended accepting this bid following a thorough review.
