The initiative seeks to replace 0.60 miles of aging water pipes along various streets, including Coronado Avenue and Friar Place, addressing a significant history of infrastructure breaks. This project aligns with the 2025 Water Master Plan’s goal to replace seven miles of water main infrastructure annually.

Williams Pipeline Contractors submitted the lowest bid among 14 received, approximately 17% under the engineer’s estimate of $1,370,150. Construction is projected to begin in June 2026, with completion expected by September 2026.

An environmental assessment confirmed that the project is categorically exempt under the California Environmental Quality Act. Street rehabilitation is not included in the current project scope due to funding limitations, but the city plans to address it in the future.
