Register to attend a public hearing on February 6

The California Department of Housing and Community Development (HCD) is hosting a public hearing to gather input on housing and community development needs of communities across California for its upcoming federal Consolidated Plan (Con Plan). This plan, required by the federal U.S. Department of Housing and Urban Development (HUD), outlines how the following federal funds will be allocated over a five-year period from Fiscal Years 2025 – 2029: 

• Community Development Block Grant (CDBG) program
• HOME Investment Partnerships (HOME) program
• Emergency Solutions Grants (ESG) program
• Housing Trust Fund (HTF) or National Housing Trust Fund (NHTF) program
• Housing Opportunities for Persons With AIDS (HOPWA) program

These programs are administered by HCD, except for HOPWA, administered by the California Department of Public Health.

A virtual public hearing will be held as an online webinar via Zoom. The webinar is open to the public, and registration is required. Webinar details, including access instructions, will be provided in a confirmation email upon registration.

Public Comment Period

The Draft 2025–2029 Federal Consolidated Plan will be available for review on HCD’s website under ‘Consolidated Plans and Annual Action Plans’ beginning February 10, 2025.

The public comment period begins 

February 10, 2025, and ends March 12, 2025, at 5:00 pm PST

All comments must be received by 5:00 pm on March 12, 2025, and can be submitted in any form convenient to the public, including written responses, email, and over the phone.

Background: The State of California receives federal funds from the United States Department of Housing and Urban Development (HUD) to invest in affordable housing, address homelessness, and meet infrastructure, economic development, and social services needs in Tribal communities, cities, and counties. The Con Plan is the roadmap that guides how these funds will be spent for the next five years. 

The Con Plan examines the housing and community development needs of Californians and their communities. It lays out how federal funds will be used to guide the allocation of housing and community development funding administered by HCD, address needs, and barriers, and ultimately improve the quality of life for Californians. The Con Plan is applicable to jurisdictions that do not receive funding directly from HUD. These jurisdictions are known as “non-entitlement jurisdictions” and are eligible to participate in state-administered programs.
