Senator Thomas J. Umberg (D-Santa Ana) announced that the Joint Legislative Audit Committee has approved his request for a state audit of the Orange County Board of Education (OCBE). The audit aims to evaluate the board’s governance practices, litigation activities, and use of taxpayer funds.
Senator Umberg emphasized the importance of transparency and accountability, stating, “The people of Orange County deserve transparency, accountability, and responsible stewardship of taxpayer dollars.” He noted that concerns have been raised regarding the board’s governance, legal risks, and policy decisions, particularly in light of its opposition to the California Healthy Youth Act, controversial charter school approvals, and litigation related to public health measures during the COVID-19 pandemic.
The audit will investigate the OCBE’s internal controls, fiscal stewardship, and compliance with civil rights and statutory responsibilities, especially given its role in overseeing the County Superintendent of Schools and local school districts.
Andy Thorburn, President of the Contemporary Policy Institute, expressed concerns about the board’s governance, stating that it appears to be pursuing a private agenda rather than acting in the public interest. He supports the audit as a necessary step to provide voters with insights into the board’s decision-making and financial management.
While a timeline for the audit has not been established, it is expected to take at least six months to complete. The full scope and objectives of the audit can be accessed through the state auditor’s official channels.
Senator Umberg represents the 34th Senate District in Orange County, which includes Anaheim, Santa Ana, and Fullerton.
