The Special Council meeting regarding the city trash franchise takes place at 4pm on Tuesday April 14 in the newly renovated City Council Chambers at Fullerton City Hall.
A year ago or so – the council set up an ad hoc committee (members Jung & Valencia) to consider proposals from companies hoping to win the city’s trash hauling franchise.
The actual work of vetting, interviewing, and ranking the 9 proposals received was done by staff who assessed each firm’s operations, compliance expertise, qualifications, experience, financial stability and proposed rates. The top three were EDCO Disposal, CR&R Environmental Services, and Universal Waste Systems.
Jung and Valencia considered the top three and suggested three more be added: Athens (5th), *Valley Vista (6th), and the city’s longtime current provider Republic (9th).

* Note: The following information asks the question “Are city franchise opportunities up for sale?” Is it a conflict of interest for candidates who won their seats in part through opposition paid for by a political action committee supported by a large contribution from a trash company vying for the franchise – be in charge of selecting a trash franchisee for the city? Should the city develop a stricter ordinance against campaign contributions by those doing or wishing to do business with the city?
In the 2024 Fullerton City Council election Valley Vista contributed $15,000 to Fullerton Taxpayers for Reform, a political action committee headed by Tony Bushala, which spent over $20,000 on robocalls, signs, and mailers opposing District 4 candidate Kitty Jaramillo in 2024. (Jamie Valencia won the D4 council seat by 53 votes.) Valencia was also supported by Fred Jung ($5000) and Tony Bushala ($2500). Jung has also benefited from direct campaign contributions of $4999 each from Tony Bushala and George Bushala in his 2024 campaign and in $13,161 in opposition against his opponent Andrew Cho by the FTFR PAC in his 2020 campaign.
